Amphibious Drone

This thing is supposed to be a cross between a UAV and an AUV. It has a very specific role in the post-Flea-War era. As human expeditions return from extrasolar colonies and attempt to repatriate the solar system, they find Earth nearly dead but Venus inexplicably terraformed and thriving with terrestrial-style life. Unfortunately, any technological foray to the new Venus is met with an outpouring of spontaneously generated Fleas. These autonomous or remotely piloted vehicles are thus used as blatantly technological decoys to draw Flea attacks, leaving the colonists free to operate unmolested on the planetary surface for limited periods of time. They often precede convoys, producing a lot of heat and EM radiation to draw Flea fire away from the stealthed, piloted vehicles.
